David PARKES works under French legislation as an independent
consultant. He is a non salaried 'Fellow' of the European Institute of
Education and Social Policy based at the University
of Paris 1X, Dauphine. He works across all education
sectors, from basic to higher, with a principal focus on vocational education
and training (VET) and labour market issues. He combines the management of
large scale Europe wide projects and
consultancy with reflection and review, for example the regular
editorship/contributions of and to the European Journal of Education’s
Trends in Vocational Education and Training. His clients include the E
U’s Leonardo, Socrates,
PHARE,
TACIS, CARDS and
MEDA programmes, the European Training Foundation,
CEDEFOP, OECD,
the World Bank, the Asian
Development Bank, UNESCO, the Council of
Europe, national and regional governments and enterprises
in the private sector. He is a member of the governing bodies of a number of Europe wide education and training associations. His
background includes education and work in the UK,
the US, Europe, the Middle
East, the MAGREB and Central Asia. He worked
at national level in the UK
before establishing his international base in Paris
at the end of the 1980s ( and in time to be in Berlin at the fall of the ‘wall’).On this
